hi everyone I am using a z440 and I am getting low graphics card usage in games I have tried different graphics cards fully uninstalling old drivers with DDU and installing a fresh windows but nothing seems to fix it.
The temperature also seems to be fine on GPU and CPU and benchmarks use the GPU just fine any help is appreciated thanks.
my specs
CPU: Intel(R) Xeon(R) CPU E5-1650 v4 @ 3.60GHz hyper threading and turbo boost 3.0 on
RAM: 16.0 GB 2133 MHZ
Storage: NVME: Samsung SSD 970: connected with PCIE to NVME
Graphics card: ASUS GeForce RTX 3070 TUF gaming: connected with 2x 6pin to 8pin cables
Display (1): AOC 24G2W1G4
Resolution: 1920 x 1080
Refresh rate: 144 Hz

An HP Z440 Workstation was also one of my upgrade projects, with gaming in mind.

thank you for your answer I have applied any relevant changes from the video below some I already had enabled since I have had to optimize computers before but my issue still persists I may try factory reset my bios but if you have any more ideas I would greatly appreciate it

Your issue is quite common amongst HP Z440 Workstation Users -for example, the best scoring Z440 according to Userbenchmark, shows a similar issue with just a 13th percentile utilization ("Performing below potential") of an RTX 3090: HP Z440 Workstation Performance Results - UserBenchmark.
I was able to get a respectable 74th percentile utilization using an RTX 3080 in my system: HP Z440 Workstation Performance Results - UserBenchmark. In order to get there, I used the freeware Asus Tweak III GPU tuning software tool: GPU Tweak III | Ultimate GPU Tuning Tool | ASUS.
Of course, results may vary, and you may not see the same GPU improvement as I did.

Tweak III is a graphics card overclock/optimization tool specifically for Nvidia cards. By 'tweaking' the GPU's settings, you can get better performance out of it: 3 Easy Ways to Overclock a GPU | ASUS GPU Tweak III.
Try it, and if it works for you keep it, or else uninstall it.
